# Does a Shopify store need Meta's Conversions API even if it isn't running Meta ads directly, just for better attribution modeling?

## Short answer

No Shopify store needs Meta's Conversions API (application programming interface) for attribution modeling while it buys no Meta ads, because there is no Meta spend to attribute. Before spend, its one documented use is feeding a Website Custom Audience for later ads, and the Meta pixel alone can also build one ([Meta for Developers](https://developers.facebook.com/documentation/ads-commerce/marketing-api/audiences/guides/website-custom-audiences), October 2026).

- **Use without ad spend:** A Website Custom Audience for later ads. Meta: "If you share conversion events using Conversions API, you can create a Website Custom Audience and use it for ads." The Meta pixel alone can also feed one (Meta for Developers, October 2026). ([Meta for Developers, Website Custom Audiences](https://developers.facebook.com/documentation/ads-commerce/marketing-api/audiences/guides/website-custom-audiences))
- **Audience retention:** 180 days in Meta's API guide, 365 in its FAQ. The retention_days setting takes "Between 1 and 180 days"; the same page's FAQ says "The longest duration can be set for 365 days" (Meta for Developers, October 2026). ([Meta for Developers, Website Custom Audiences](https://developers.facebook.com/documentation/ads-commerce/marketing-api/audiences/guides/website-custom-audiences))
- **Where Shopify switches it on:** Enhanced or Maximum data sharing. At Enhanced, "your store uses Facebook's Conversions API as well as the Meta pixel" and shares customers' name, location, email address and phone number (Shopify Help Center, October 2026). ([Shopify Help Center, Facebook data sharing](https://help.shopify.com/en/manual/promoting-marketing/analyze-marketing/meta-data-sharing))
- **Facebook & Instagram app price:** Free to install. Meta's listing: "Free to install. Additional charges may apply." (Shopify App Store, October 2026) ([Meta, Facebook & Instagram on the Shopify App Store](https://apps.shopify.com/facebook))

## Deploi's call

A Shopify store buying no Meta ads does not need Meta's Conversions API (application programming interface) for attribution, because there is no Meta spend to attribute. Enable it only if Meta is a plausible paid channel within the next two to three quarters, and enable it as a Shopify data-sharing setting rather than a build. Where Meta is genuinely off the plan, leave it off. The honest cost is not the setup: it is sending customer data to a platform that gives you nothing back while you are not buying.

**BUY: Switch it on without ad spend when**

- Meta could become a paid channel within Meta's audience window: 180 days in its API guide, 365 in its FAQ ([Meta for Developers](https://developers.facebook.com/documentation/ads-commerce/marketing-api/audiences/guides/website-custom-audiences), October 2026).
- An agency or partner already runs Meta ads to your store against your pixel.
- Your privacy policy and consent banner cover the customer data the Enhanced level shares, and you want the purchases a browser ad blocker hides from the pixel ([Shopify Help Center](https://help.shopify.com/en/manual/promoting-marketing/analyze-marketing/meta-data-sharing), October 2026).

**WAIT: Leave it off while**

- Meta is off the media plan for good. Deploi's server-side tracking record scores low paid spend WAIT ([Deploi decision record](https://deploi.ca/shopify/build-vs-buy/server-side-tracking-and-data-layer), October 2026).
- Consent does not cover sending customer data to Meta.
- It would take a custom build, not a setting.
- The real ask is better analytics, which belongs in your warehouse.

## What does Meta's Conversions API do for a store that buys no Meta ads?

For a store that buys no Meta ads, Meta's Conversions API (application programming interface) does one documented thing: it feeds Website Custom Audiences you can use once ads start. Meta describes the Conversions API as a connection from an advertiser's data "to Meta systems that optimize ad targeting, decrease cost per result and measure outcomes" ([Meta for Developers](https://developers.facebook.com/documentation/ads-commerce/conversions-api), October 2026). Every outcome on that list needs ad spend, so attribution modeling and audience building have to be separated. [What server-side tracking recovers for paid channels](https://deploi.ca/shopify/faq/server-side-tracking-attribution-recovery-ios-cookies) has its own answer.

**Meta documents one use of its Conversions API that needs no current ad spend: audiences for later ads**

| What people hope it does without ad spend | What Meta's documentation supports |
| --- | --- |
| Improves attribution modeling across all channels | No. Meta sends the data to systems that measure ad outcomes; with no Meta spend there is nothing to attribute |
| Feeds an identity graph you can query | No. The data flows into Meta's systems, not back to you as a dataset |
| Builds audiences for when you start spending | Yes. "If you share conversion events using Conversions API, you can create a Website Custom Audience and use it for ads" |
| Improves organic Instagram or Facebook shop performance | Not shown. We found no Meta statement saying so |

## When does Meta's Conversions API add value before your own Meta spend?

Meta's Conversions API (application programming interface) adds value before your own Meta spend in two cases: fuller audience warm-up, and Meta ads someone else already runs to your store. Warm-up works because Meta keeps a person in a Website Custom Audience for the number of days you set. Its API guide allows "Between 1 and 180 days", while the FAQ on the same page says "The longest duration can be set for 365 days" ([Meta for Developers](https://developers.facebook.com/documentation/ads-commerce/marketing-api/audiences/guides/website-custom-audiences), October 2026). Meta's two figures disagree. Either way, events older than the retention window add nobody on day one of spend. So lead time beyond 180 days may add nobody, and lead time beyond 365 days adds nobody under either figure (Deploi arithmetic from Meta's figures).

The Meta pixel feeds these audiences on its own: Meta builds them from "URLs visited or on custom events from Meta Pixel" ([Meta for Developers](https://developers.facebook.com/documentation/ads-commerce/marketing-api/audiences/guides/website-custom-audiences), October 2026). So warm-up starts at Shopify's Standard level, and the Conversions API adds the server-side purchase event, which "can't be blocked by browser-based ad blockers" ([Shopify Help Center](https://help.shopify.com/en/manual/promoting-marketing/analyze-marketing/meta-data-sharing), October 2026).

The second case covers Meta ads someone else runs for you. In our reading, Meta ads run by an agency or partner whose campaigns optimize on your store's pixel count as Meta spend, because the Conversions API feeds that pixel's data.

## What does switching on Meta's Conversions API cost a store with no Meta spend?

Switching on Meta's Conversions API (application programming interface) costs no money on Shopify; the cost is a decision to send customer data to Meta. Meta's Facebook & Instagram app is "Free to install" ([Shopify App Store](https://apps.shopify.com/facebook), October 2026), and its data-sharing setting turns the Conversions API on. Shopify says that at Enhanced "your store uses Facebook's Conversions API as well as the Meta pixel" ([Shopify Help Center](https://help.shopify.com/en/manual/promoting-marketing/analyze-marketing/meta-data-sharing), October 2026). Shopify adds: "The Enhanced setting shares your customer's personal information to match users on Facebook's network." That information "includes your customer's name, location, email address, and phone number, as well as their browsing behavior in your online store."

Shopify's own framing is plain: "Data sharing is a choice." So the question for a store with no Meta spend is whether its privacy policy and consent banner cover sending that data to a platform it does not use. [Deploi's consent-aware analytics record](https://deploi.ca/shopify/build-vs-buy/consent-aware-analytics) scores the wiring of consent through every pixel CUSTOMIZE (October 2026).

## What does "better attribution modeling" usually turn out to mean?

"Better attribution modeling" usually means one of three things Meta's Conversions API (application programming interface) does not supply, because it sends data out to Meta rather than bringing it in:

1. **A cross-channel view of what drove revenue.** That lives in your analytics platform or warehouse, keyed on Shopify order data.
1. **Better Google Analytics 4 (GA4) data.** Unrelated: Meta's endpoint is not an analytics destination.
1. **Incrementality.** A holdout test answers whether spend caused revenue; no conversions API does. [What server-side tracking cannot fix, incrementality included](https://deploi.ca/shopify/faq/server-side-tracking-limitations) has its own answer.

## When should a store leave Meta's Conversions API off?

A store should leave Meta's Conversions API (application programming interface) off in four cases, because each one sends customer data out with no return.

> **When not to do this**
> - **When Meta is not on the media plan and will not be.** Sending customer event data to an advertising platform you do not use is a privacy exposure with no offsetting benefit.
> - **When your consent framework does not cover it.** The lawful basis has to exist before the events flow, not after.
> - **When you would be building it rather than enabling it.** Custom Conversions API work for a brand with no Meta spend is effort with no measurable return.
> - **When the ask is really for better analytics.** That belongs in your data warehouse project.

*Deploi's answer here describes measurement architecture, not privacy or consent compliance advice for your jurisdiction.*

## Deploi's point of view

**Where we disagree.** The default agency answer is to turn on every integration because data is an asset. Data you send to an ad platform's closed system is not your asset, it is theirs, and the only return you can point at without spend is a pre-built audience. That is a real but narrow benefit and it deserves to be argued on its own terms rather than dressed up as attribution modeling.

**How we scope it.** We read this question as a cross-channel attribution problem until the brief proves otherwise. In our judgment the answer is usually Shopify order data joined to channel spend, not another outbound integration.

**What this page adds.** The parent weighs what server-side tracking recovers for paid channels. This answer takes the zero-spend case for Meta: Meta documents audience building from Conversions API events, the one benefit that survives zero spend, and its own retention figures (180 days in the API guide, 365 in the FAQ) set how far ahead switching on helps. We found no Meta statement supporting the organic-performance claim often made for it.

## When this answer changes

- Meta changes how long a Website Custom Audience keeps people, or settles its 180-day and 365-day figures.
- Meta documents a use of Conversions API events that needs no ad spend, such as organic shop ranking.
- Shopify changes what the Enhanced or Maximum data-sharing levels send to Meta.
- Meta joins your media plan, or an agency starts advertising your store on Meta against your pixel.
- A privacy rule in one of your markets changes what you may share with advertising platforms.
