Is Managed Markets exclusive to Shopify Plus, or can Advanced-plan merchants use it too?
Managed Markets is not Plus-exclusive. Shopify requires the Basic plan or higher, an online store, and Shopify Payments, and prices the fee at 3.5% for Basic, Grow and Advanced stores versus 3.25% on Plus (Shopify, September 2026). The real gate is geography: the business must be based in the continental United States, Canada or the United Kingdom.
The plan question, answered from two Shopify surfaces
Shopify's Managed Markets overview states the store needs "the Basic plan or higher, have an online store, and use Shopify Payments" (per Shopify Help Center, September 2026). Shopify's own pricing page for the product confirms the same thing from the other direction, publishing "3.5% per transaction" for standard plans and "3.25% on Shopify Plus per transaction" (per shopify.com/international/pricing, September 2026). A product that publishes a non-Plus rate is not a Plus-only product.
The 0.25-point spread is the only plan-based difference in the core fee. On $2M of international sales it is worth about $5,000 a year, which is not a reason to upgrade and not a reason to stay.
The gates that actually bind

Geography is the gate that ends evaluations. A brand headquartered in Ireland, Germany or Australia cannot buy Managed Markets at any plan level, and no amount of Plus spend changes that.
The one thing that genuinely is Plus-only
Partial market management. Shopify introduced it as a feature that "allows you to self manage desired international markets" and stated it "is only available to merchants on the Shopify Plus plan" (per Shopify changelog, January 2024).
That is the meaningful plan difference, and it is not about price. A Plus merchant can run Managed Markets in the long tail while self-managing the two or three destinations that justify their own tax registration. An Advanced merchant gets one setting for everything. For a brand with a large single destination like the United Kingdom or Germany, that flexibility is worth more than the 0.25-point fee spread.
Where the Plus question actually belongs
Shopify Plus is $2,500 USD per month on a one-year term and $2,300 on a three-year term, and includes the main store plus nine expansion stores with additional stores at $300 per month. If international is the reason you are considering Plus, the expansion stores and the checkout control are usually the real justification, not Managed Markets eligibility.
When NOT to let this decide your plan
- When the only Plus argument is the 0.25-point fee. Run the arithmetic on your actual international volume before anyone builds a slide.
- When you are outside the three eligible countries. The plan question is moot. Go to the merchant-of-record alternatives.
- When you use a third-party gateway internationally. Shopify Payments is a hard requirement, and third-party processors on Plus also carry a 0.20% per-transaction charge, which belongs in the same comparison.

Our own position, from building on Shopify. Separate from the facts above.
- Our take: Plan gating is the wrong thing to worry about here. Check business location, fulfillment location and Shopify Payments eligibility first; those three rule out more evaluations than plan tier ever has.
- What we’ve seen: "Is this Plus-only?" is the most common first question on cross-border scoping calls and the least consequential. The question that should be first is "where is the legal entity," and it is usually asked third.
- Where we disagree: A lot of published guidance still describes Managed Markets, under its former Markets Pro name, as an enterprise or Plus feature. Shopify renamed it Managed Markets starting 24 June 2024 and now publishes a non-Plus rate. Repeating the Plus-only framing sends Advanced merchants to worse and more expensive alternatives for no reason.
