Managed Markets & Merchant of Record
Is Managed Markets exclusive to Shopify Plus, or can Advanced-plan merchants use it too?
Short answer
Managed Markets, Shopify's merchant-of-record service for cross-border sales, is not exclusive to Shopify Plus, because Shopify requires only the Basic plan or higher: Basic, Grow and Advanced stores pay 3.5% per transaction, against 3.25% on Plus (Shopify Help Center, October 2026). The real gate is geography: only businesses in the continental US, and certain stores in Canada and the UK, qualify (Shopify Help Center, October 2026).

Deploi’s call
Advanced-plan merchants can use Managed Markets, so plan gating is the wrong thing to worry about here. Check business location, fulfillment location and Shopify Payments eligibility first; those three rule out more evaluations than plan tier ever has.
WaitTurn on Managed Markets on your current plan when
- Your business is based in the continental United States, Canada or the United Kingdom, a requirement on every plan (Shopify Help Center, October 2026).
- International sales are under roughly $2M a year or spread across 10 or more countries, where Deploi's cross-border stack record scores Managed Markets WAIT and asks only for the Basic plan or higher (Deploi decision record, October 2026).
- Plus's lower Managed Markets rate is the only international item on your Plus list.
BuyMove to Plus for Managed Markets when
- Two to four markets carry more than roughly $2M a year and you want to self-manage them while Managed Markets keeps the long tail. The record scores that split CUSTOMIZE (Deploi decision record, October 2026), and Shopify's partial market management page reserves it for Plus (Shopify Help Center, October 2026).
- Expansion stores or checkout control already justify Plus on their own, and Managed Markets then costs 3.25% instead of 3.5% (Shopify Help Center, October 2026).

Can Advanced-plan merchants use Managed Markets?
Yes: Advanced-plan merchants can use Managed Markets, because Shopify requires only "the Basic plan or higher", an online store and Shopify Payments (Shopify Help Center, October 2026). Shopify charges 3.5% per transaction on Basic, Grow and Advanced and 3.25% on Shopify Plus, on its Help Center and its international pricing page alike (Shopify, October 2026). A product with a published non-Plus rate is not a Plus-only product.
The 0.25-point spread is the only plan difference in the core fee. On $2M of international sales it is worth $5,000 a year (Deploi arithmetic), which is neither a reason to upgrade nor a reason to stay. Whether the fee pays its way under $5M of international sales is the wider question.
Which requirements decide whether a store can use Managed Markets?
Business location decides first; Shopify Payments, fulfillment location and store currency follow, and the plan almost never decides it.
| Requirement | What Shopify asks | Who it stops |
|---|---|---|
| Plan | Basic plan or higher | Almost nobody |
| Payments | Shopify Payments | Stores on a third-party payment gateway |
| Business location | Continental United States (not territories such as Puerto Rico or Guam), certain stores in Canada and the United Kingdom | Businesses based anywhere else, on any plan |
| Fulfillment location | In the business's country only: the continental United States for a US business; in Canada all in one province; in the UK all in Great Britain or all in Northern Ireland | Brands that ship international orders from a warehouse abroad, Canadian stores across provinces, UK stores in both Great Britain and Northern Ireland |
| Store currency | The default currency of the country where the business is based | Stores whose base currency differs from that country's |
| Address | At least one location there that isn't a post office (PO) box | Businesses with only a PO box there |
Geography is the requirement that ends evaluations. A brand based in Ireland, Germany or Australia can't buy Managed Markets on any plan, and no Plus spend changes that. Order type is the other gate no plan lifts: business-to-business (B2B) orders and subscriptions sit outside Managed Markets (Shopify Help Center, October 2026).
What is Plus-only in Managed Markets?
Partial market management is the one Plus-only piece of Managed Markets: Shopify says it "is only available to stores on the Shopify Plus plan" (Shopify Help Center, October 2026). It lets a store "self-manage some markets" as its own merchant of record while Managed Markets runs the rest, and payments in those markets "aren't subject to Managed Markets fees". Shopify released it in January 2024 for Plus merchants on Markets Pro (Shopify Changelog), the name Managed Markets carried until June 2024 (Shopify Changelog, October 2026).
That is the meaningful plan difference, and it is not about price. A Plus brand can register for tax in the two or three destinations that justify it and leave the long tail on Managed Markets. For a brand with one large destination, such as the United Kingdom or Germany, that flexibility is worth more than the 0.25-point fee spread.
Where does the Plus question belong for an international brand?
The Plus question belongs with expansion stores and checkout control, not with Managed Markets eligibility. Shopify Plus starts at $2,300 a month on a 3-year term and $2,500 on a 1-year term, and includes "Your main store and 9 expansion stores" (Shopify, October 2026). Advanced costs $399 a month, or $299 billed yearly (Shopify, October 2026). So the 0.25-point cut pays little of the gap: $200,000 a month of Managed Markets sales saves $500 a month on Plus, against a plan-fee gap of at least $1,901 a month (Deploi arithmetic). Advanced against Plus at $1M a month runs the full comparison, and expansion store pricing across countries covers the store-per-country case.
When should Managed Markets not decide your plan?
Managed Markets should not decide your plan when the fee spread is the only argument, when the business is outside the three countries or when a third-party gateway processes your orders.
Deploi’s point of view
Our own position, from building on Shopify. Kept apart from the sourced facts above.
- What we’ve seen
- "Is this Plus-only?" is the most common first question on cross-border scoping calls and the least consequential. The question that should be first is "where is the legal entity," and it is usually asked third.
- Where we disagree
- A lot of published guidance still describes Managed Markets, under its former Markets Pro name, as an enterprise or Plus feature. Shopify renamed it Managed Markets starting 24 June 2024 and now publishes a non-Plus rate. Repeating the Plus-only framing sends Advanced merchants to worse and more expensive alternatives for no reason.
- What this page adds
- the full eligibility matrix including fulfillment-location and same-province/same-region constraints, the store-currency requirement, and that partial market management is the one genuinely Plus-gated piece of the product.
