Managed Markets & Merchant of Record

Is Managed Markets worth it for a brand doing under $5M in international sales, or is that too small to justify the fee?

Short answer

Managed Markets, where Global-e acts as merchant of record, is not too small a bet under $5M of international sales. Shopify charges 3.5% per transaction, or 3.25% on Plus (Shopify Help Center, October 2026), so the fee shrinks with your volume. The real disqualifiers are business location, 35 prohibited or restricted categories and duties never refunded after fulfillment (Shopify Help Center, October 2026).

Deploi’s call

Under $5M of international sales, the fee is not the objection. We scored Managed Markets DEPENDS, because at that volume the merchant-of-record model is usually cheaper than staffing compliance (Deploi verdict, October 2026). Under that model, Global-e sells to the buyer and handles duties and tax remittance. The brands who should refuse it are the ones whose international customers are their best repeat cohort, not the ones who think 3.25% is expensive.

WaitTurn on Managed Markets and skip the build when

  • International sales stay under roughly $2M a year or spread across 10 or more countries, where Deploi's cross-border stack record scores Managed Markets WAIT (Deploi decision record, October 2026).
  • Your business is based in the continental United States, Canada or the United Kingdom and sells on Shopify Payments (Shopify Help Center, October 2026).
  • Your best-selling products clear Shopify's prohibited and restricted list for Managed Markets.
  • Nobody in the business owns tax filings or customs exceptions today.

CustomizePrice your own stack for your top markets when

  • Two to four markets carry most international sales above roughly $2M a year. The record scores your own Shopify Markets stack CUSTOMIZE there, with Managed Markets kept for the long tail (Deploi decision record, October 2026).
  • Returns run high on duty-paid orders, because Shopify doesn't refund duties after fulfillment (Shopify Help Center, October 2026).
  • International customers are your best repeat cohort, and you want your own entity on their invoices.

Is the Managed Markets fee really 4.75% on Shopify Plus?

No: a Shopify Plus store already selling in local currencies pays 3.25% per transaction for Managed Markets, not 4.75%. The 4.75% headline adds the Plus fee to a 1.5% currency conversion fee. That overstates the cost, because Shopify charges the same conversion fee with or without Managed Markets: its international pricing page shows 1.5% in both columns (Shopify, October 2026). Basic, Grow and Advanced stores pay 3.5% instead of 3.25% (Shopify Help Center, October 2026). A store that sells abroad only in its own currency today does take on the conversion fee, so it should count both lines.

What does the Managed Markets fee replace under $5M of international sales?

The Managed Markets fee replaces a tax registration and compliance program, not nothing. Shopify lists a "Merchant-of-record service (Tax registration, filing, and remittance)" and guaranteed duties among the Managed Markets exclusives (Shopify, October 2026). Global-e is the merchant of record (Shopify Help Center, October 2026).

US-based stores also get Shopify Protect on eligible orders (Shopify Help Center, October 2026). At $5M of international sales, the Plus fee is $162,500 a year, or $175,000 at 3.5% (Deploi arithmetic). By default Shopify raises international prices to cover the fee, "so your net payout is similar to a domestic order" (Shopify, October 2026). Hold the fee against value-added tax (VAT) registrations in each destination, Harmonized System (HS) codes for every product and someone who owns customs exceptions. Across many destinations, the fee usually costs less than that program's first year, in Deploi's judgment. Leave any conversion lift out of the sum, because no published case study gives before-and-after conversion rates.

Who can use Managed Markets at all?

Only businesses based in the continental United States, and certain stores in Canada and the United Kingdom, can use Managed Markets (Shopify Help Center, October 2026). An Australian business can't use it at any size. The store also needs the Basic plan or higher, an online store and Shopify Payments (Shopify Help Center, October 2026). So the plan tier rarely decides it, and Advanced-plan stores can use Managed Markets too.

Two order types sit outside Managed Markets on every plan. For business-to-business (B2B) sales, Shopify says "B2B orders aren't supported by Managed Markets", and "Managed Markets doesn't support subscriptions. Subscriptions work only for domestic orders" (Shopify Help Center, October 2026). So international wholesale needs its own merchant-of-record setup beside Managed Markets, and subscriptions stay domestic.

Where does the case for Managed Markets break under $5M?

The case for Managed Markets breaks in three places under $5M of international sales, and none of them is the fee.

  1. Category. Shopify's prohibited and restricted list for Managed Markets runs to 35 categories, including "Beauty and cosmetics", "Ingestibles, wellness, and medical devices", "Batteries and electronics", "Food and beverage", "Jewelry and precious gems", "Watches" and "Speciality apparel" (Shopify Help Center, October 2026). If your top stock-keeping units (SKUs) sit on that list, the fee question never comes up.
  2. Returns. Duties and value-added tax (VAT) stay paid on returns: "After the Managed Markets order is fulfilled, refunds aren't provided for duties, customs fees, or VAT" (Shopify Help Center, October 2026). On a 5% return rate that is noise. On a 35% apparel return rate against duty-paid orders, it is a margin leak that grows with the channel.
  3. The customer relationship. Global-e sells to your international customer as merchant of record, yet its terms leave you "solely responsible for all Product warranties" (Global-e, October 2026). Order, return and customs questions go through Shopify Support, not Global-e directly (Shopify Help Center, October 2026), and that single front door is most of what is known about merchant satisfaction with Managed Markets. For a brand whose international buyers are its best repeat cohort, that trade costs more than the fee.

Which share of international sales should send you to your own stack?

International sales above about a fifth of revenue, or above roughly $2M a year in two to four markets, should send you to price your own stack. The share bands below are Deploi's rule of thumb from scoping conversations, not an official Shopify or Global-e threshold:

  • International under 5% of revenue and growing: Managed Markets, almost always. The fee buys the option to learn whether international is real before you fund a compliance program.
  • International at 5% to 20% of revenue: Managed Markets, unless the category is restricted, returns run high or two to four markets carry most of the sales.
  • International above 20% of revenue: run the build case properly, because the fee becomes a line finance questions every quarter.
  • Any share, restricted category: not Managed Markets. Go to a merchant of record that underwrites your category, or register yourself. Flow Commerce isn't a separate option, because Global-e has owned Flow since January 2022 (Global-e, October 2026).

Deploi's cross-border stack record supplies the concentration test. As its illustrative estimate, it scores your own Shopify Markets stack CUSTOMIZE from roughly $2M a year in 2 to 4 markets, keeping Managed Markets for the long tail (Deploi decision record, October 2026). The same test for a $30M brand shows why international share, not company size, decides.

When should you not buy Managed Markets?

Don't buy Managed Markets when eligibility, category, order type or returns rule it out, because none of those yields to a lower fee.

These are commercial terms and product eligibility rules, not tax or customs advice. Duty, value-added tax (VAT) and import obligations differ by jurisdiction and change, so confirm with a customs broker or tax adviser before you commit to a model.

Deploi’s point of view

Our own position, from building on Shopify. Kept apart from the sourced facts above.

What we’ve seen
The business case that gets built is always a fee-versus-nothing comparison. The business case that survives contact with finance is a fee-versus-program comparison, and the program line nobody costs is the one where somebody has to own customs exceptions on a Friday.
Where we disagree
The category answers this with a GMV floor, usually "$5M international before Managed Markets makes sense" or the reverse. We think a GMV floor is the wrong shape of answer entirely. Eligibility is categorical (geography, product class, order type), and above eligibility the deciding variables are return rate and repeat rate, neither of which correlates with international GMV.

When this answer changes

  • Shopify changes the Managed Markets fee: 3.25% per transaction on Plus and 3.5% on other plans, as of October 2026.
  • Shopify settles its currency conversion rate outside the US: its pricing pages show 1.5%, while its Help Center says 2% (October 2026).
  • Shopify opens Managed Markets to businesses outside the continental United States, Canada and the United Kingdom.
  • Shopify adds business-to-business (B2B) orders or subscriptions to Managed Markets, or starts refunding duties on returned orders.
  • Deploi re-scores its cross-border stack record or moves its roughly $2M crossover.
