Managed Markets & Merchant of Record
What's the honest, non-vendor-spin answer to 'should a $30M-GMV Shopify brand use Managed Markets', not Shopify's own pitch?
Short answer
Managed Markets, Shopify's cross-border service, suits $30M brands while international sales are too small to staff, because its fee follows international sales, not revenue. On Shopify Plus that fee is 3.25%: $29,250 a year at 3% international, $292,500 at 30% (Shopify Help Center, October 2026; Deploi arithmetic). Shopify's "up to 40%" conversion claim rests on a before-and-after sales study with no control group described (shopify.com, Ernst & Young, October 2026).

Deploi’s call
We tell $30M brands to buy Managed Markets while international is under a fifth of revenue and to model the build seriously above that. Model it sooner when two to four markets carry more than roughly $2M a year. The question is mis-framed at $30M of gross merchandise value (GMV): Managed Markets is priced as a percentage of international sales, so international share and return rate decide, not company size.
WaitUse Managed Markets while
- International sales stay under roughly $2M a year or spread across 10 or more countries, where Deploi's cross-border stack record scores Managed Markets WAIT (Deploi decision record, October 2026).
- Nobody on your team owns tax registrations, filings or customs exceptions.
- You want a year of destination-level demand data before you register anywhere.
CustomizeModel your own stack when
- Two to four markets carry more than roughly $2M a year, where the record scores your own Shopify Markets stack CUSTOMIZE and keeps Managed Markets for the long tail (Deploi decision record, October 2026).
- International passes about a fifth of revenue, Deploi's rule of thumb at this size.
- International passes $10M a year or gross margin is under 40%, two profiles the record also scores CUSTOMIZE (Deploi decision record, October 2026).

Why doesn't $30M of GMV settle the Managed Markets question?
$30M of gross merchandise value (GMV) doesn't settle the Managed Markets question, because the fee lands on international sales, not on total revenue. Shopify charges 3.25% per transaction on Shopify Plus (Shopify Help Center, October 2026), so two $30M brands can face fees ten times apart. Managed Markets for brands under $5M of international sales makes the same point from the small end.
| International share | International sales a year | Managed Markets fee a year |
|---|---|---|
| 3% | $900,000 | $29,250 |
| 10% | $3M | $97,500 |
| 20% | $6M | $195,000 |
| 30% | $9M | $292,500 |
At 3% international, nobody staffs a cross-border compliance function for $29,250 a year, so buy it. At 30%, $292,500 a year funds a cross-border lead, a customs broker relationship and a landed-cost platform, with change, in Deploi's judgment. Card processing and currency conversion come on top with or without Managed Markets. Shopify's pricing pages show 1.5% for conversion, while its Help Center says 2% outside the US (Shopify, Shopify Help Center, October 2026).
How should a board paper treat Shopify's 40% claim?
A board paper should carry Shopify's 40% figure as international sales growth among adopters that grew, not as a conversion lift. Shopify's Managed Markets page says "Boost conversion by up to 40%", footnoted to "International sales data based on a sample of 567 brands" (Shopify, October 2026). The summary by Ernst & Young (EY) says more than 80% of merchants grew international sales after adoption, and "Of those merchants, the average growth in international sales was above 40%" (EY, October 2026). Its data covers US-based merchants, 12 months before adoption against up to 12 after, with no control group described. So weight it as a directional finding from a vendor-commissioned study, not a forecast for your store. What the EY study and Shopify's case studies show sets out the evidence in full.
Which three questions decide Managed Markets for a $30M brand?
Three questions decide Managed Markets for a $30M brand better than any vendor figure: returns, restricted products and repeat buying.
| Question | Why it decides the answer | Where to get it |
|---|---|---|
| What share of international orders comes back, and what does the duty write-off cost? | Shopify doesn't refund duties, customs fees or value-added tax (VAT) after fulfillment, so returns become a permanent margin line | Your own returns data by destination |
| Are any top-20 products on the restricted list? | Shopify's Managed Markets list runs to 35 prohibited or restricted categories, including cosmetics, ingestibles, batteries and electronics | Shopify's prohibited items page, against your catalog |
| Does international repeat at a different rate than domestic? | Global-e, not your company, is the seller of record to that customer | Your own cohort analysis |
The fee rarely decides it at $30M; these three answers do, because each one moves margin every year the program runs.
How reversible is Managed Markets if your own stack wins later?
Managed Markets is reversible from the admin, which is the strongest honest argument for a $30M brand to start with it. Global-e's terms say "You may terminate these Service Terms and the Managed Markets Services hereunder at any time by following the instructions in the Managed Markets section of your Shopify Admin" (Global-e, October 2026). Shopify's deactivation page also lets a store switch Managed Markets off for one market and names no plan, though orders placed while it was active "still need to be fulfilled through Managed Markets" (Shopify Help Center, October 2026). Its partial market management page says that option "is only available to stores on the Shopify Plus plan" (Shopify Help Center, October 2026), so confirm the one Plus-only piece of Managed Markets with Shopify before you count on that exit below Plus.
So a year on Managed Markets buys destination-level demand data at a known percentage, without registering for tax anywhere. You can then peel markets off one at a time as each justifies its own registration.
When should a $30M brand not use Managed Markets?
A $30M brand should not use Managed Markets when international sales are large and concentrated, when the post-purchase experience is the brand, or when nobody has written the exit criteria.
These are commercial terms and a vendor-commissioned study, not tax or customs advice.
Deploi’s point of view
Our own position, from building on Shopify. Kept apart from the sourced facts above.
- What we’ve seen
- Every Managed Markets business case we have reviewed leads with the EY uplift figure and none of them has restated it as "40%+ average increase in international sales, pre/post, no control group." Restating it that way does not kill the project. It changes what the board expects in month six, which is the entire point of a business case.
- Where we disagree
- The independent commentary on this question tends to reach for a GMV threshold because a threshold is easy to publish. We think the threshold is a fiction. We have seen $12M brands for whom Managed Markets is obviously right and $60M brands for whom it is obviously wrong, and the discriminator was never GMV.
- What this page adds
- the fee at 3% and 30% international on $30M of revenue; how to carry Shopify's 40% claim in a board paper, as sales growth among adopters that grew; and the exits (termination from the admin, a per-market switch-off and Plus-only partial market management) that let a $30M brand start on Managed Markets and peel markets off later.
